target crimes that are minor such as public drinking, vandalism, evasion of fare, loitering, and
jaywalking. Targeting the minor crimes establishes law and order thus preventing more
serious crimes in the future. Why Broken Window Style Leads To Negative Results Broken window style seems to have taken root in some states. Some police officers in
recent years have been giving out citations known as blue summonses for minor crimes
committed. However, in the past few years, the theory has led to an increased aggressiveness
and over-policing of the economically disadvantaged and minority groups. This has been
known to cause more damage than create solutions. The minority group and the poor are
always seen as potential crime offenders and in most cases, wrong profiling has been on the
rise. According to Peirone et al. (2017), broken window theory is used to promote the
increased presence of police in communities. The authors further state that contact of the minority group with police officers leads to wrong perception by police and judicial system
discrimination. The police perception has led to them imposing fines for committing minor
offenses which further affects the relationship between minorities and the police. One
example is the case of Eric Garner in 2017, a black man. The victim was killed by police
using a chokehold just because he was found selling loose cigarettes on the streets of New
York. Another recent case is of George Floyd who was killed by police after an employee in
a convenience store claimed he bought cigarettes with a fake $20 bill note. The two cases
consisted of minor crimes that police overextended and killed the suspects. The handling of

no solution has been found to repair the policing approach (Peirone et al., 2017).
There has also been a problem with the broken window theory on how police handle
disorder crimes. Police have become a vessel that ticket offenders by cultural loading, racial
and political loading. The latest minor offense that is being tracked is the subway performers who are mostly black men trying to make a living. Police officers who give out the highest
summonses are always rewarded with bigger assignments. In this context, the officers have
been known to target mentally ill individuals, disabled, and elderly just to boost their
summonses numbers. According to the justice system, the cited individuals appear to be
Latinos or blacks (Peirone et al., 2017).
The Negative side of having an assertive and proactive policing
In the history of the United States, the crime bulk is known to occur in areas where
people are economically disadvantaged. These areas are mostly occupied by the minority
groups which have led police officers to focus largely on them and utilize a large amount of
resources. They have also adopted the proactive policing by showing a high presence in the
areas, stopping residents, asking questions, and arresting minor offenders. A recent study
shows that proactive policing has targeted minority groups and instead of reducing crime, it

proactive policing was halted. During the halt, researchers reported that there was a decrease
in murder and theft crimes. This shows that proactive policing does not reduce crime but
increases it (Svensson and Saharso, 2015).
Discrimination and racism has been a big problem in the United States from time
immemorial. Not even the introduction of policies and laws has been able to stop it. Every
day the nation is slapped with cases of police brutality, especially on minority group. As long

as there is racial perception and discrimination, then complains about police will continue. As
long as the dominant group sees itself as superior and there is unequal distribution of police
jobs between the two groups, then complaints will never cease. Not even policies or laws will
be able to solve the problem unless police change their perception of minority groups.
Alternative to broken window policing
An alternative to broken window policing would be community policing. Community
policing encourages an easy interaction between police officers and residents. The method
does not allow law enforcement capacity which contributes to the growth of a positive
relationship between police and community members. The implementation of the community
based policing promotes education of civilians and neighborhood watch. The method does
not rely on police patrols only but encourages residential security by involving neighbors. Moreover, community policing has encouraged the structuralizing of police patrols by
encouraging foot patrols. It furthers helps to increase a police officers accountability on his
service to the community. The method had allowed discretion among low ranked officers.
The importance of using community policing methods is that it has helped to reduce the
residents perception of disorderly behaviors and has boosted peoples satisfaction when it
comes to security. Moreover, the introduction of community-oriented programs has proved to
be effective (Lee et al., 2019). Many cities like New York City have recorded their success
because of implementing the community policing approach. Why Quality Of Life Approach to Policing in Urban Zones is Appropriate
Quality of Life refers to the establishment of heavy policing for non-criminal
activities such as drinking in public places, panhandling, street vending that is unlicensed,
littering, graffiti, and urinating in public places. These minor offenses that appear harmful can
lead to serious crimes in the future. The fact that people litter in the streets and are not

arrested would lead to a pollution zone. If everyone will be allowed to do graffiti writing in
the streets, urban areas will look disorderly and unfit for all age groups. Some of the messages written would be unfit to be in the urban zones. Moreover drinking in public places would lead to serious crimes like unnecessary fights that may lead to death and increased
theft in the zone. Public urinating will lead to a smelly town that may be unhealthy for the
human body. Lack to control the disorderly individuals contributes to the reduction of urban

the citys great impression. Every urban city needs control to keep it clean and safe. The
quality of life policing have contributed heavily to ensure that urban zones remain clean and
habitable (Beck, 2017).
